S.E.M Mifougo Youssouf DIARRASSOUBA is a senior Ivorian civil servant. His areas of expertise include public finance, institutional governance, bilateral and multilateral diplomacy, geopolitics, and international cooperation. As Ambassador Extraordinary and Plenipotentiary of the Republic of Côte d’Ivoire to the Kingdom of the Netherlands, he previously headed the Ivorian diplomatic mission in the Republic of Guinea for more than a decade (2011-2023), where he served as Dean of the Diplomatic Corps from 2019 to 2023.
A distinguished executive of the Ministry of Economy and Finance, he has held strategic positions at the heart of the State apparatus: Authorizing Officer at the Directorate General of the Treasury, Administrative and Financial Director in several ministries, and later Deputy Chief of Staff to the Prime Minister. He also played a major role in electoral governance as Treasurer General and Permanent Member of the Independent Electoral Commission (CEI) in Côte d’Ivoire.
His commitment to public service and his diplomatic leadership have been recognized through several distinctions, including: Officer of the National Order of Côte d’Ivoire (2014), Commander of the National Order of Merit of the Republic of Guinea (2023), and Commander of the Agricultural Merit of the Republic of Côte d’Ivoire (2025).
With more than twenty years of experience, Ambassador Mifougo Youssouf DIARRASSOUBA works consistently to defend Côte d’Ivoire’s strategic interests and to strengthen its partnerships on the global stage.
His career is grounded in a solid academic background: he is a graduate of COFEB‑BCEAO (Advanced Banking and Financial Studies, Dakar 2001), the Advanced Cycle of ENA (Treasury option, 1995), and holds an Executive Master’s in Public Policy and Development Management (Sciences Po Paris, 2018). After earning a Baccalauréat B (Economics and Social Sciences) in 1985 from Lycée Classique et Moderne de Bouaké, he pursued a DUT in Business Management (INSET Yamoussoukro), followed by a Master’s degree in Private Law - Business Option at the National University of Côte d’Ivoire.
